According to the bilateral agreements between governments, foreigners may come to Turkey with a visa / electronic visa or visa exemption
Visitors who are not exempt from entry visas must obtain their visas or Schedule an appointment with the Turkish Consular officers via the pre-application system for Turkish sticker visa (www.visa.gov.tr) The Applicants who meet the requirements will be directed by the pre-application system for Turkish sticker visa to the e-visa system ( www.visa.gov.tr) In those countries where Turkey does not have a consular representation can also use online scheduling for appointments with the nearest accredited consular office of Turkey.
The length of stay provided by visa or visa exemption cannot exceed 90 days every 180 days. The Regulation of 90 days of stay within the last 180 days is binding for all foreigners that will travel to Turkey.
Note: In accordance with article 7.1b of “the Law of Foreigners and International Protection” no.6458, foreigners wishing to enter Turkey should carry a travel document (passport) with an expiration date at least 60 days beyond the “duration of stay ” of their visa, e-visa, visa exemption or residence permit.

Important Note:
Some sanctions will be applied to foreigners staying in Turkey illegally without a visa, residence permit, or work permit. (Administrative fine and limited/ unlimited re-entry ban)
If foreigners come to Turkey under the (*Escaping from war, *Terrorism, *Fear of persecution) and apply to relevant authorities within a reasonable time period, an administrative fine will not be imposed.
The following procedures and inspections are initiated before the foreigners enter Turkey through a border gate.
The Foreigner must show a valid passport or any document that substitutes for a passport.
- Safe conduct pass
- Travel pass
- Border crossing document
- Railway personnel identity card
- Flight crew certificate
- Administrative letter
- Seaman’s identity card
(The foreigner may be instructed to wait for up to 4 hours to undergo more extensive checks during the entry process.)
The foreigners will not be allowed entry to Turkey if any of the following conditions apply
1 – If the foreigner does not have a passport or substitutes for a passport, a visa, or a residence permit or work permit.
2- If the foreigner does not have a passport or any document used as a substitute for a passport which is valid for no less than 60 days from the expiry of whose visa, visa exemption or residence permit or work permit
3-The foreigner is not allowed to Turkey even if he/she has a visa exemption unless a visa is issued in his/her name by the decision of the competent authority if the following applies.
- If the foreigner is banned from entering Turkey
- If the foreigner refuses to pay the fine for a visa violation or previous residence permit
- If the foreigner is regarded as a threat to public order or public safety
- If the foreigner does not have a passport or a document used as a substitute for a passport which is valid for at least 60 days longer than the visa duration
- If the foreigner does not have health insurance for the duration of his/her stay in Turkey
- If the foreigner carries one of the diseases regarded as a threat to public health
- If the foreigner is accused or convicted of any offense requiring extradition of offenders according to agreements to which the Republic of Turkey is a party
- If the foreigners cannot justify their own purpose of entry, transit or stay in Turkey
- If the foreigners do not have sufficient and regular financial means during their stay in Turkey
